look up stretching excercises and get a steroid cream so that your skin loosens and retracts all the way

There are three links attached that will tell you what to do. Ignore all those people who tell you to get circumcised. It is the worst thing that could happen this case.

You can also ask a doctor for steroid cream that will loosen a tight foreskin. If the doctor, or anyone else even hints at circumcision, be very firm and tell them you want to explore all the options, circumcision not being one of them.
Read up on the function of the foreskin and you will see how lucky you are to still have it. Do the stretches and when you can easily retract your foreskin, you are set for life.

You have Phimosis a common condition in the uncircumcised. See a Urologist, more than likely he will circumcise you. You have to make sure if the skin ever gets stuck behind the head you will want to see a DR ASAP! As that is Paraphimosis and can restrict blood and cause serious damage.

I opted to get circumcised at 18, so I have been there and have the t-shirt! Being circumcised is much cleaner, uncut guys need to wash at least 2-3x a day and before sex, as there is always a stink. It is healthier to be cut, uncut guys have a 60% higher chance to acquire STD’s and HIV! Being cut also looks better, that’s a no brainer. It also enhances the sexual experience, the foreskin just gets in the way! I had no hesitation to have my boys (2&4) circumcised as I know there is no downside, only a lifetime of benefits!

There is nothing good about being uncircumcised! Don’t listen to idiots that tell you it is mutilation and you will have less pleasure during sex. The opposit is true sex rocks when you are circumcised!

I had a similar problem, you say you can pull it back easily when not erect, so you aren’t too bad, I think that surgery is unlikely to be required.
Basically, it’s because your penis has grown faster than your foreskin.
It will loosen with age and use (mine did) but you can help it on its way. Do it in the bath or shower, as the hot water will help soften the skin. Gently ease a clean finger under the foreskin of your soft penis, and gently pull it – not so much that it hurts, as this could cause micro tears, and produce scar tissue.
If you are erect, just ease it over the head – if you can already do this without pain, you are almost there.
Do these exercises daily, and it won’t take long before it is completely free to move over your erection.
Pulling back the foreskin when you pee, will also help to stretch it, as will masturbating.
